Selling a wrecked car in California: every question answered
Total loss rules, salvage certificates, titles, liens, plates, smog and payment. The straight answers for California sellers.
What your car is worth
Will you beat a junkyard's offer?
Yes. Show us a written quote from a junkyard or scrap yard on the same vehicle and we will beat it, not match it. A yard prices your car by what it weighs. We price it by year, make, model, trim, mileage and where the damage sits, and on anything late-model those two numbers are not close. The one honest exception is a very old, high-mileage shell, where scrap weight may genuinely be close to what the vehicle is worth. If that is your car, we will tell you on the phone rather than waste your afternoon.
What should I ask other buyers before I accept an offer?
Ask them one question: will this price change when the driver gets here? Ask us too. Then ask everyone else you call, and listen closely to the answer. A buyer who will not commit to the number on the phone has told you what happens next. The most common complaint we hear from sellers is not that an offer was low. It is that the offer was lowered in the driveway, after the car was already loaded and saying no had become difficult.
How much is my wrecked or totaled car worth?
A wrecked car's value is set by what it is, not what it weighs. Year, make, model, trim, mileage, and where the damage sits determine the number. A late-model vehicle with collision damage typically carries value that scrap-weight pricing misses entirely, often by thousands of dollars. A 2016 Hyundai Sonata we bought in California had been quoted $475 as scrap. We paid $1,350.
Why is your offer different from a junkyard's offer?
Junkyards and self-service parts yards price by scrap metal weight and parts demand. That model works for a twenty-year-old shell. It badly underprices a 2020 SUV with front-end damage. We price the vehicle as a vehicle, which is why the two numbers separate so sharply on anything late-model.
Will the offer change when the driver shows up?
No. Your offer is issued in writing before a truck is dispatched, and that is the number you are paid. We do not renegotiate in the driveway. The only thing that can move it is discovering the vehicle is materially different from how you described it, so describe the damage, any missing parts and whether it runs honestly, and the number holds.
Total loss and insurance
What makes a car a total loss in California?
California does not use a fixed percentage. Insurers apply a total loss formula, and when the cost of repairs plus the vehicle's salvage value meets or exceeds its actual value, the car is declared a total loss. Different carriers reach that line at different points, which is why two similar cars can be treated differently.
My insurer totaled the car and I kept it. Can you still buy it?
Yes. Owner-retained salvage is one of the most common purchases we make. When you keep a totaled car, your settlement is reduced by the vehicle's salvage value and the car moves onto salvage paperwork. We buy it as it sits and walk you through the forms.
What is a salvage certificate, and do I need one?
REG 488C is the Application for Salvage Certificate or Nonrepairable Vehicle Certificate. It is the form that gets filed. What comes back from the DMV is the Salvage Certificate itself, and that is the document that takes the place of your pink slip. When an insurer settles a total loss, filing the REG 488C within ten days of the settlement is the insurer's job, not yours. If you are self-insured, or you kept the car and no claim was settled, it falls to you. If the claim has already been settled, you should be holding a Salvage Certificate rather than the title. If nothing has been filed yet, tell us where the claim stands and we will tell you which form applies.

My insurance claim was denied. Is the car worthless?
No. A denied claim changes who pays for the damage. It does not change what the vehicle is worth. Before you commit to an out-of-pocket repair bill that may exceed the car's value, get our offer and compare the two numbers.
Titles, plates and paperwork
What documents do I need to sell?
Usually two things. Your California Certificate of Title, the pink slip, signed where indicated, and a photo ID matching the name on the title. If the vehicle has already been declared a total loss, the Salvage Certificate the DMV issued takes the place of the title. That is the certificate itself, not the REG 488C application it came from.
Does my signature need to be notarized?
Signing over an ordinary California title needs no notary. You sign where indicated and that is the whole of it, which is one step fewer than Arizona or Nevada. One procedure is different. If a vehicle is going onto a Nonrepairable Vehicle Certificate and you do not have the California title, the DMV asks for a notarized Application for Replacement or Transfer of Title, form REG 227, as the proof of ownership. That requirement belongs to that certificate. It is not a general rule for selling a car without a title, and it does not apply to an ordinary signed title at all.

I lost the title. Can I still sell?
Yes. California DMV form REG 227, the Application for Replacement or Transfer of Title, gets you a replacement. If the car is going onto a Nonrepairable Vehicle Certificate and the REG 227 is standing in as your proof of ownership, the DMV wants that one notarized. For an ordinary replacement title it does not. Call us before you start it, because depending on your situation we can often get the sale moving in parallel so the replacement is not a weeks-long delay.

There's still a loan on the car. What happens?
We buy vehicles with lien payoffs regularly. Bring your lender's payoff information and we will structure the purchase so the lien is satisfied and you receive the balance. If an insurance settlement already paid off the loan, you just need the lien release along with the title.
Do the plates stay with the car?
On an ordinary California sale, standard plates stay with the vehicle. Personalised and special-interest plates belong to you, so take those off before pickup and you can retain or transfer them through the DMV. A total loss is different. The REG 488C has a section for the plates, and they are normally surrendered with the application. If you have personalised plates you want to keep, that same section is where you say you are retaining them for reassignment. Worth knowing if you have moved from a state where the plates come off every car that changes hands.

What do I do after the sale?
File the Notice of Transfer and Release of Liability, form REG 138, with the DMV within five calendar days of the sale. It is free and it takes about two minutes online. The form asks for the plate number, the last five digits of the VIN, the odometer reading, the date of sale and the buyer's name and address. Those have to be right and complete, and the confirmation is worth keeping. Once the DMV has it, you are not responsible for parking violations, traffic violations or civil litigation arising after the date of sale. It is not a blanket release. If it ever comes to a complaint, a court decides whether you filed properly, which is the whole reason to file it on time and keep what the DMV sends back.

Does the release of liability transfer ownership?
It does not transfer ownership. That is a separate step the buyer completes, and the release of liability is what protects you in the meantime. We file our side the same day, and you should still file your own, because the DMV wants it from the person whose name is coming off the record.

Do I need a smog check?
Usually not, but it depends on your title status. California's smog certification requirement applies to standard transfers of registered, roadworthy vehicles. A car sold as salvage, as owner-retained total loss, or as non-repairable moves through salvage paperwork instead, and smog certification is not part of that path. Tell us your title status when you call and we will tell you which forms apply. We are not attorneys and we are not the DMV, so if your situation is unusual we will point you to the specific form rather than guess.
Pickup, vehicles and payment
Where in California do you buy?
Across the state, from San Diego to Sacramento and everywhere between. We have dedicated pages for Los Angeles, San Diego, San Jose, San Francisco, Sacramento, Fresno, Long Beach, Bakersfield, Riverside, San Bernardino, Stockton, Modesto, Anaheim and the East Bay. Pickup is free everywhere we buy.
The car does not run. Is that a problem?
Not at all. No keys, will not start, flat tires, sitting since last year. Our trucks are equipped for non-running vehicles and the tow is on us.
Do you buy wrecked EVs, Teslas and hybrids?
Yes, and it is a specialty. California has the highest EV concentration in the country, and electric vehicles get totaled from modest collisions because battery-adjacent repairs outrun the car's value quickly. A totaled EV with an intact pack and drivetrain holds significant value that a scrap quote will not reflect.
When and how do I get paid?
A company check from Blue Ribbon Auto Sales LLC, handed to you at pickup for the full quoted amount, before the vehicle is loaded. Not mailed afterwards, not held pending anything, and nothing deducted for towing or paperwork. The name on the check is the company named on the paperwork, which is the same company that gave you the offer.

What sellers say
This site is run by TrackWala, which is the trading name of Blue Ribbon Auto Sales LLC. These are Google reviews of TrackWala, the company that buys the vehicles, quoted exactly as they were written.
Wonderful experience from the very beginning to the very end. Offered me more money than any other place. Whole experience was painless. I will definitely be recommending them to others and will plan on using them again in the future.
These guys were so easy to deal with. They made me an offer, I accepted the offer, and they called me with pick up time. Then they showed up right on time with my check for the agreed on amount. Thank you so much Trackwala.
I had got a quote from a different company that Court horse me into signing the title and the wrong spot before they give me a price once I signed it they give me a price that was real low so I moved on to a different company and when they came to pick the vehicle up since I signed it there it blocked them from selling the car to me so I reach out to this company and he was able to coach me in the right spot to get the title fixed and my girlfriend entered in the wrong mileage which made the car worth more and he quoted the higher price and still honored the higher price even though the mileage was incorrect he's a good man good company I recommend them highly
